Mr. Brown is an innovative, results oriented manager with a passion for building relationships and exceeding client expectations. Jeff will ensure the performance of the project team including attainment of quality, safety, budget and schedule goals. He has over 19 years of industry experience in the planning, design, construction, integration, and commissioning of a variety of large, technically challenging projects/programs including critical heavy civil infrastructure, nuclear power generating facilities, locks/dams, advanced military development installations, national landmarks, and government facilities.
Mr. Brown is a structural engineer with specialized experience and training in blast effects and physical security design for protection of personnel in public facilities. He specializes in the design of structures to reduce or mitigate the effects of explosions; bomb damage predictions to evaluate an existing structure’s vulnerabilities to a given threat; design of retrofits to upgrade facility security; and threat definition to determine explosive threat scenarios a facility may be vulnerable to, particularly identifying areas of a facility that are probable targets. He also has experience in the development of window, storefront and curtain wall frames for explosion resistant applications.
Mr. Brown is a maritime security specialist. As a Team Leader at the United States Coast Guard’s National Facility Security Plan Review Center he assisted in the implementation of the Maritime Transportation Security Act of 2002, a landmark piece of legislation designed to protect the Nation’s ports and waterways from terrorist attacks. He was an instructor for over 400 United States Coast Guardsmen and women teaching the fundamentals of security, assessing the effectiveness of facility security plans, and conducting maritime facility security inspections. He continues to be instrumental in maritime security by overseeing the security programs and implementation for some of our Nation’s largest and most strategic ports.
